That scenario is a simulation of a suicidal individual holding police at a standoff. The dog would be an alternative to subdue the individual rather than place police officers in danger. The bottom line is the dog has to be trained to apprehend who the handler tells him to, without relying on a lot of stimulation and noise from the target. Sometimes the bad guy is quiet and passive.
